This unique place is underwhelming at every turn except the view. The wait to be seated, the small table, the lack of space between tables are all a sign of trying to shoehorn in as many bodies as possible. In each of my three trips here, the kitchen ran out of the food that was ordered. Once it was the turkey on Thankgiving and once it was the specialty of the house on Christmas Eve. Pretty basic stuff to keeping the customer pleased I would think.
Given, the work that it will take you to get there, get parked, and get through security, it is all worthwhile for the view. I suggest getting a sandwich downstairs at l'Appetito and visting the observatory.
Visit the 95th once, just to say that you have done it, then don't waste your time and money again.
