On my last visit there were items and shampoo spills on the floor. Items were on the wrong shelves so things were not the price you expected them to be. Many shelves were empty (i thought they had people to stock shelves. Long lines at the checkout. Of the 16 check out lanes most lane lights were out. only 4 were actually opened.
The target in El Cerrito is a disaster avoid this one at all costs there are plenty of others with in a short distance.
