Not a place for atmosphere but very reliable with their food (I too have sampled Vietnamese cuisine in SoCal :-) Try the vermicelli bowl with charbroiled chicken or with pork and BBQ shrimp - yum! Also quite good for pho. Seems less popular than the neighbor Kien Giang (sp?) but this place always has the better food. Their (cold) spring rolls wrapped in rice paper makes a good appetizer.
Pros: good relieable food, good prices, accomodating service.
Cons: cigarette smoke sometimes a problem
