George and the office manager are the most rude people I've ever had to work with. They claimed to mail off the rent check on the 45th date of the 45 day dead line and then 2 weeks after they sent it I still didn't have it. George made excuses the entire time while trying to remedy the situation and he ended up hanging up on me twice. This is the worst group I have ever rented from and would rather be homeless than have to deal with these incompetent fools. more

horrible apartments, horrible management. we are rodent and roach infested all of the time. we had floor to ceiling water damage which they took weeks and weeks to fix. they are disrespectful, coming in at any time of the day. not worth it. this is the worst experience i've ever had. more

I have never been treated with such a lack of dignity or respect. The apartment was all right given what I pay, but the management is HORRIBLE. The office is rude, the building engineer unresponsive, and everyone is extremely condescending. It takes weeks if not months to fix problems. DO NOT RENT FROM THIS COMPANY!!! I will be filing my complaint with the BBB as soon as I move out. I don't want to file anything while still living here because I am afraid I will receive even worse service. I see so many complaints on sites like these so if you've had a similar experience please file complaints with the BBB because they are currently receiving a good rating and other renters need to be warned. more

They lied to me and tried to cheat me. I had to get a lawyer. Usually that's enough to say! When I signed the lease, the office staff were yelling and fighting with each other. Great sign, huh? Don't trust them. Get everything in writing. Even when it's in writing, you'll still have to sue! more

Worst property mgmt co. ever 3/3/2009

I have had an awful experience living in an Evanston apartment by Parliament Enterprises. You have problems in the apt. 365 days a year - rats, leaks, heater not working, blinds, windows,...you name it and you have it. Moreover, the staff at their office is extremely rude and inefficient. I have been a renter for many years now, but this is the worst renting company I have come across. more

I've lived in a lot of apartment complexes, and by far, this is the worst I've had to deal with. They have great locations through Evanston, so it seems attractive to live in their buildings. However, their maintenance of them are horrible. When our ceiling collapsed during winter, they were unresponsive in fixing the roof and did not fix the other water damaged areas until we threatened legal action against them. The people at their office are rude and are unprofessional. more

Fantastic Experience 8/20/2008

I live in a Parliament building in Evanston near Northwestern. Parliament gave me new floors, a new kitchen, and a new bathroom. They fixed everything I asked them to. They even fixed things I hadn't noticed! My building is beautiful and my building engineers are sweet. I could not be happier. You just need to alert the office to any problems, as they have a very high volume of renters and sometimes overlook things. If you're patient and cooperative they will go above and beyond for you! more

Borderline Slumlord, AVOID PARLIAMENT ENTERPRISES 3/30/2008

We've been year less than half a year and have had the absolute worst experience with this company. Besides the numerous problems with the apartment that have either taken months to fix [broken windows, broken a/c] and some that still have yet to be, the people at the company are disrespectful, unprofessional, lazy and mean-spirited. Take this incident: I was awoken at 6:50am Saturday Morning by the loud knocking on our door of a representative of Parliament Enterprises. When I answered the door, the rep informed me that half my March rent was past due and handed me a written request for a check. I had been in contact with the landlord since before the end of February, let them know I needed to pay half up front and half at a later date, and had been in contact with them almost every week. I asked what the late charge would be, and if I needed to have the second half by a certain date, and they had informed me that it would just be added to my balance, but gave me no due date. I am infuriated that this company feels the need to harass me at 6:50 in the morning to remind me of something of which I'm well aware and have been in contact with them about. This behavior is completely unacceptable. While our super is nice and tries to be responsive, he is responsible for too many apartments, and often takes weeks to respond to an issue. Two of the four driers in our laundry room have been broken since we moved in. This company takes NO care of its tenants, treats them like inmates, and goes into a hissy fit if their tenants make the slightest misstep. I've never had to consult a Tenant's Advocay Group before renting from parliament, but now I'm on http://www.tenant.org/ like once a week. AVOID RENTING FROM PARLIAMENT AT ALL COSTS more

The Castle Towers in Evanston - Don't rent this "living room" 9/3/2007

I contacted a Chinese man named Bo renting the "living room" in a 2 bedroom apartment at 2214 Sherman in Evanston. It is illegal to rent a room for such purposes in Evanston. Further, Bo is discriminating against non-Chinese people. It helps if you are a woman and Chinese when you meet him. This is also illegal to discriminate on sex and race. Here is his ad on CraigsList: $410 room, Northwestern Univ. A lot of students and teachers live in the building. Laundry facilities located in the basement. Move in immediately. The room for rent is the living room. ~$410/month, all utilities included (heat, water, gas, electricity and internet). We organize the use of bathroom which will make the apt. comfortable. One year lease (9/3/2007 – 8/31/2008), one month deposit. No pet, no smoking. Quiet and clean. more

1012 Irving park building 8/15/2007

I have lived here on irving for a year now and it has been hell!!!! The place is big and the rent is cheap which is nice, but the maintenance and the office staff is absolutley horrible. i called to cancel my parking, and they continued to charge me and tack on late charges.....our ceiling in the bathroom has been falling down for months and i have called several times....still have not gotten any one out to fix it....DO NOT RENT FROM THESE SLUMLORDS more

great experience 8/9/2007

I've been living in a Parliament building in Lakeview for two years and they've been wonderful. My super is always around and really nice and fixes even minor problems immediately. Maybe they've gotten better or their building engineers vary, but unlike the other reviewers, I've been quite happy with Parliament. more

Watch out for this company. They are completely out to rip you off and make your living experience hell while you rent their apartments. They are slummy in their upkeep of their properties, do not exterminate, and do not respond to serious problems like malfunctioning locks. They will do everything to not give you your security deposit back. They are horrific. more

Piece of S# it Company! 11/20/2006

This company is truly horrible and makes all efforts possible to screw you over. I tried to sublet my apt, which they charged me for and they never subletted it for me nor would they refund. They just jacked all prices in my building up by $100 while not improving the building at all. Also, dont be late on your rent - at all, like even 2 days- cause they serve you with a five day notice. I agree with the storage issue too. This place is horrible! more

Not a good choice, spend a bit more and live somewhere else 8/9/2006

I have to agree with the comments I've read about Parliament. I live in Evanston and have had a number of complaints about the building. In the winter, the radiator heat is difficult to control (it gets way too hot and won't turn off). In the summer the screens on the windows are the only way to cool off the place but they have gaps that allow a ton of bugs to get in. The storage lockers in the basement are very insecure and the basement itself is not adequately locked. Someone pushed open the doors (you have to slam them to get them to lock), easily broke into my storage locker and stole some of my property. I reported the lock failure to Parliament and they reluctantly did nothing about it. Now the front door to the building is suffering from the same issue. When I called to report it today I was told that nobody else had complained. This is a typical response from Parliament. They like to report that nobody else has complained. I'm disappointed with Parliament and would recommend that if you are considering renting from Parliament you look elsewhere. more

Let's Get Dirty 3/19/2006

My apartment was big and cost effective, but I ran into some serious problems with maintenance and cleanliness. I saw roaches in the basement of the building that I was living in. When I asked the maintenance man about it he said that they were just beetles and lied right to my face. I hate liars, and so will never recommend this company to anyone. more

A miserable choice 2/7/2006

The staff is not just unresponsive, but actively goes out of their way to be rude and combatitve. This has been the case from the first interaction and each since. From my experiences, it is clear to me that Parliament has no concern or regard for its customers. The apartment itself was filthy and in disrepair when handed over upon moving in and I look forward to the lease expiring. more

Rent at Your Own Risk 8/18/2005

This property management firm has apartment buildings scattered throughout the city and in Evanston. If you don't mind living in an apartment with mice and minimal landlord responsiveness, then you probably can work with them. Others have been understandably disgruntled with the lack of responsiveness and cooperation. Rent at your own risk...or better yet, with so many property management firms in the area, find someone who cares about their tenants and their buildings. more
