I've had highlights put in my hair at a number of different salons in the Seattle area. Looking back over years of pictures, the highlights I liked best were consistently from Gene Juarez. They're very pricey, but I feel the quality is worth it.
As far as things like nails and massage go, I'd go elsewhere, but for highlights this is the place.
