Bumble and Bumble has a solid reputation as a good hair salon. Their stylists are innovative and tend to cut hip styles (edgy looks with layers and razors). The best kept secret is to sign up for their model nights and get free haircuts. There is a limit to how many times you can get your hair cut but a free cut is virtually unheard of in NY. The only drawbacks are the wait times (usually it takes two to three months to get called in for a free cut) and the experience of the stylists (they're fresh off the hair truck). The stylist/trainee who cut my hair was nervous and I was her first cut ever! My cut was way too short for my liking (she had to try out all the techniques she was taught which is why they like to recruit those with shoulder length or longer hair) but it was free. And after a month, it really did grow out nicely. But I had to suffer until then with bad hair. So if you can wait it out, it's a nice freebie in an expensive city.
