sounds like the biggest problem with folks is failing to be honest when parking downtown. If you make yourself familiar with your surroundings and keep yourself honest ( including paying for parking) then you won't find yourself in costly situations. I have been a patron at Bennys restaurant fr several years and have always parked in the correct lots for the establishment that I'm going to.
It doesn't take a high school graduate to read a sign. If there's ever any doubt you should not park there.
