Obviously theres alot of people with mental illnesses... It's a psychiatric inpatient hospital. What did you expect?
The hospital itself is a different story. It is a very old hospital, so yes it has a creepy atmosphere. The staff are highly qualified, and take good care of the patients who are there. I had a brother stay there, so i was in the units multiple times a day for weeks and i had no problems. Definitely better then some of the other institutions around
