We almost always stop at Bar None when we're in SF. The patio is a great place to people watch the shoppers and since it's outside one can even have a cig. Great service, good food and good happy hour.
Pros: Food, drinks, people watching from the patio
Cons: Can get pretty hectic on Fri-Sat nights
