QACC has an excellent baby and toddler room for under-threes. It's often pretty busy in the morning hours but reliably calms down at noon, when everyone heads off for lunch, though I don't know how well subscribed it is in the later afternoon hours. There are soft climbing blocks, books, play tables, a rocking boat, a kitchen with play food, a puppet theatre, and tons of other toys. My only complaint is that occasionally parents don't observe the rule that if children over three use the room, they need to yield to the little ones.
