Capps Floor Coverings

I signed a contact with Hal on Nov. 3. I later found out that his contractor's license expired Oct. 31. After not hearing from him for two weeks, I went to his shop to find the place closed, so I called the posted phone number several times. As of Dec. 3. I have not heard back from him. I have filed a complaint against him with the Contractor State License Board. If anyone has information on how to get a hold of Hal, could you please write to let me know where I could get that information from you. Maybe the information could be posted at his shop, Vons, B of A, or any of the shops that is in the shopping area. I purchased flooring from Hal (owner) at Capps. He came to my house and measured and was the nicest man. Seemed very honest and I figured since he had been in business for over 25 years I was in good hands. When I went to purchase the flooring, he aske that a write a check for half the amount being ordered because he was "switching credit card companies". I called my husband who said "no" to the check because of the economy and people going out of business. I told Hal I could only use a credit card. He called his wife and all of a sudden the credit card machine was working! The flooring was supposed to be in on 11/10. I called that day... no answer. Called the next day... no answer. Finally went over and I was shocked to see all of the notes to Hal (from very unhappy customers) that had been slid through the door. Fortunately, because of my husband's decision to pay only by credit card, we were able to cancel the transaction and receive our $ back. Hal is a very nice man and I don't wish bad on him.... if he couldn't come through with the deals... shouldn't be taking people's $. So sad that his business of over 25 years had to end this way. I had previously left a very negative review and am updating to reflect what has happened. The reason I left such a negative review was that Hal Capps did not keep me updated on what was going on and I (not being able to contact him) thought I had lost my deposit. It would have been a 4 or 5 star if things had happened in a more timely manner. Well, he called 11/17/08, work started 11/19/08 and all the work will likely be done 11/25 or 11/26. The contractors that have been doing the work have all been great, and even Hal has been very helpful and calls frequently now! Work is not finished, but is going very well so far. As far as what happened prior to starting the job, I'm not exactly sure, but I get the sense that the industry is suffering and as such, Hal has been under a lot of stress (family medical issues too). Would I recommend Capps?...On work quality alone, yes. Overall, I think it would be a tentative/cautious yes because of the issues at the beginning. The concerns I had regarding him ripping me off...I'm not sure of what to make of the whole situation, but since the work was done, I guess I was wrong. I'll probably be getting new carpets in a few years...would I go back to capps? I'm not sure. Pros: I got a great deal that A&M would NOT match Cons: It took a while to get the work done more

They took my deposit and did not deliver the flooring. After 6 weeks waiting, they gave me a refund, consisting of 2 worthless checks. There is no funds in the account to cover the checks. Ttheir contractors license has expired. I have started legal procedings against them. Cons: No contractors license, and did not return deposit. more

The owner of Capps floor coverings is someone you do not want to do business with. He gladly charged two credit cards for the total purchase and assured the customer they had a minimum of 3 business days to change their mind and cancel the order. The customer changed their mind the next morning and called the owner of Capps to cancel the order. Unfortunatley, the owner then said the order could not be canceled because he had already ordered the product. So much for honoring his own signed contract. In my opinion, this is a very dishonest business practice and borders on the line of being criminal conduct. Now, this has left the customer to seek justice through the credit card companies and the civil court process. If you find yourself reading this review, just ask yourself if this person sounds like someone you want to do business with. Pros: None. Cons: Dishonest merchant with dishonest business practices. more
