This guy is deliberately not paying notaries because its a game to him. He's in denial he has any problems paying while people continue to ""imagine"" they're not getting their money.
He actually plays dumb, but we know it's class warfare to him. He intentionally doesn't pay people for their work and continually lies.
For anyone who complains and gives him a hard time about his problem, he will most likely complain about you on a Bad Notary review site.
