Eagan is effectively a giant wasteland for food; unless you want to eat at some godawful chain restaurant, you're pretty much out of luck. There are a few bright spots, and El Loro is one of the brightest of those. They serve well-prepared, authentic food, and, importantly, they're very consistent--this isn't one of those restaurants where you're blown away one time and get inedible drek the next time. I've never had a bad meal here, and I've eaten at El Loro more than any other restaurant in town. In particularly, I highly recommend their verde sauce. Great stuff.
