Ocean Palace is great for dim sum, but like most dim sum restaurants, it's best to go early in the morning, specifically before 11:00 am if you want fast, decent service or just a seat. We usually go at around 10:30 when the restaurant is only about 1/6th full. During that time, the waiters and cart-pushers tend to be much more friendly and faster, but it all changes after 11:30 when the restaurant instantly becomes as packed as a sardin can.
It's fortunate that the dim sum area on the second floor is extremely large and spacious because there are no separations therefore when it's all packed, it tends to get extremely loud and almost chaotic.
Overall though, the food is great and if you go early enough, the atomsphere is quite enjoyable.
