Unfortunately Atlanta is plagued by heat but Imagine It Children's Museum of Atlanta is a fantastic help. My toddler hates to be stuck indoors but it is simply dangerous to let him run around outside when the heat index is in the 100's. I purchased a year pass to the Children's Museum and we head over there once a month or so for a few hours of enjoyment. Parking isn't fantastic (either expensive $5 in a parking deck or scuzzy $2 outdoors) but it's a small sacrifice to make for the kids. The museum has a ball area, train tables, sand and water, food fun and different exhibits that rotate. My son started going when he was a year old and still gets excited when we head to the 'museum' for the day. Highly recommended.
