These landlords do not follow the rent regulation laws. They own thousands of these apartments. When they buy a building, first they empty it out as quickly as possible of everyone on preferential rent. They they overcharge for improvements bought at rock-bottom prices and jack up the rents by hundreds and hundreds of dollars. They overcharge new tenants by as much as they think they can get away with. New tenants, be warned: Rudofsky's partner Scott Silverman likes to threaten tenants with not renewing their leases, or not accepting the rent checks, when you bring up legitimate issues of mistakes or irresponsibility by the billing office, managers, or superintendents. The threaten to call the police if tenants organize and meet in public spaces in the building -- and then the do call them, for no reason. They will lie to DHCR, the courts, and anyone else in order to get away with their bad behavior. They don't give a damn about anyone else but themselves and putting steak on their tables.
