I can't speak to how Burns runs his bail bond business, but he is certanly dishonest. To wit: I entered into an agreement to survey a boat that he intended to buy here in New Jersey, and completed my end of the bargain, sending him a PDF of the report (against my better judgement, but to assist with the deal), and sent Burns an invoice for my work. In the interim, he and the broker had a disagreement over details of the deal
