You could be waiting in front of the counter for half an hour and it is not too likely that the staff would notice. They are usually hidden in the back somewhere arranging packages or whatever else is done in mailing centers. It does not seem like the workers are too happy to deal with customers. When I had to get a fingerprint document for work, I was basically on my own because the staff did not have time to explain the procedures to me.
