I used to live in Florida, where smoking is banned from all restaurants, and a restaurant is defined as obtaining X% of revenue from food... I loved it, when I moved to MD, and when I go to other states, I realize how much I'd forgotten how nice it is not to stink of smoke when leaving a restaurant. Restaurants are for eating.... now. Bars I think, are different. Smoking in Bars is, I think okay. I don't go to bars, mostly because they stink like smoke, but I expect them to, and i think thats okay.
But, if a restaurant is going to call it's bar section a separate entity and allow smoking there, then we're back to smoke in eateries. In florida, to be considered a bar you had to be free standing, and less than X % of your revenues came from food.... this way, smoke isn't in the same ventilation system, etc.
