Despite the wonderful local thrift shops around the 'burg, Goodwill has proven to be the best place for women's clothing (that I've found). They've got a small selection of other items, but for clothing, they have great brands, good quality, and everything's always washed and clean... no stains or holes. They only put out the best.
(this also makes for fun dumpster diving if you're into that too)
