Top of the World is at the top of the World Trade Center Baltimore, which is situated on the edge of the Inner Harbor. Top of the World allows you to go to the top floor of the Trade Center and see the whole of Baltimore, as well as the Harbor. I would highly recommend doing this at night, as the night view of the Baltimore skyline is breathtaking.
