Express Bike Shop on Snelling Avenue in St. Paul is an amazing business. Not only can a college student or other lower-income person pick up a refurb bike for very little money, they can do so with the knowledge that their business is helping at-risk youth in the area. Express Bike Shop collects dontated bikes (so donate yours!) and employs teens from the area, teaching them how to repair the bikes before reselling them. This is a great business, and I'd recommend visiting, buying, or donating.
