The manager gave oral agreement to allow two cats, then after four years upper management decided to charge everybody in the complex back rent of $25/month for their second pet. Fortunately (sic) this was around the time our apartment and others had sewage flowing out of the floor and walls that flooded all through the apartments/hallways of the bottom floor in several buildings. It was a good time to leave (but they still used the $25/month made up charge as an excuse to keep security deposit and place item on credit report). I probably should have talked to a lawyer, but that's just not something I'm used to.
