I found Roma's Barber Shop 5 years ago when I started working in Manhattan and I've been a loyal customer ever since. The staff are friendly and accommodating, the prices are quite reasonable for midtown Manhattan, the service is prompt enough for busy professionals to get in and get out on their lunch hour, and the haircuts are the best I've ever had.
