I am writing this OPINION from the point of view of a 2 time guest and and old day familiarity with the establishment.
The place looks nice; however everything looks like it was stuccoed and slapped together by someone you would pick up at a Home Depot. In the men's room for instance, there is a giant pvc pipe that was stuccoed and painted. There are a lot of nooks and crannies that would make for some great wedding pictures however, but I guess for me, it felt more like a stage on a theater rather than actually believing the place was elegant.
The location of this place also has gone down hill dramatically. In the 90's this was a very popular area - you had the after hours club next door, Sam's Boat and Daiquiri factor were popular, and Richmond was booming. It used to add to the appeal of this place. Now days Richmond is dead and this is just another venue and there is a ghetto strip club across the parking lot. The good news about that is that there is a parking lot dedicated for this place so you can avoid the ""other"" crowd.
As for the ownership, I didn't know him other than a few encounters so I can't say whether the claims of racism here are true or not, but from what I remember of him, he was not very couth and didn't treat the vendors very nicely...in my opinion. It wouldn't surprise me that much to hear he doesn't treat the customers well either. Allegedly.
Pros: it looks good in pictures
Cons: Not too professional
