These ladies were pushy salespeople. They overcharge on their wedding gowns compared to other stores in town. And they charge extra for the simplest things that other stores in town would normally do as a courtesy for buying a dress, such as provide a garment bag, steam and/or press the dress, and sometimes even bustle. They won't tell you this up front, but if you ask them, they will tell you that nothing is included. They are hoping that you do not realize that until the end that you end up paying twice the amount with the price of the dress plus the extras that they tack on if you simply want your dress to be in presentable condition.
