Take it from a Philippine native who eats Filipino food on almost a daily basis, the food at Manila Garden is really quite good.
Yes, you have to be a bit adventurous because it is Filipino after all, but isn't that what the Bay Area is all about? Different nationalities, different styles of cooking?
And in my opinion, the food here is really, really inexpensive.
