There are a lot of French bistros in the East 60s on and off Madison, and while their food is good enough, they tend to be noisy and claustrophobic, and the service is often frantic. Bistro Chat Noir, while right there in the thick of things, is a refreshing contrast. Situated just off Madison in a gracious townhouse, its long dining room allows for well-spaced tables, easy navigation, and the breathing room necessary for relaxed dining and no bruised elbows.
