I went to Frazier's last summer and was utterly blown away by the food. Not only was it excellent, but it was creative. I returned this past June, with admittedly high expectations. After a few moments studying the menu, I was disappointed. It wasn't nearly as ambitious or creative as it had been. It was very heavy on pastas. At the end of the meal, I asked the waitress if Jay Bever was still the head chef. She said that he had left (unfortunately). I have a feeling that much of Frazier's greatness was due to Mr. Bever. If you're looking for creative, avant-garde cuisine, head over to Piedmont in Durham.
Pros: Still better than most Raleigh restaurants
