I've twice been to Toro, and both times, people leaving the restaurant have stopped me as I entered to suggest that I go elsewhere. Even after taking into consideration that new restaurants will have some glitches, everyone I talk to finds Toro a let down The food is only okay. The staff is pretty rude. They certainly are not helpful. The vibe is all wrong. Washington St has many better options.
