I really like the food at Celt's (they have some interesting burgers and Irish food) and they have a pretty good list of beers, but if you want to enjoy a meal and a conversation, it isn't the best. You can't escape the smoke and loud music. If only we'd get a smoking ban in Dakota County, and they'd read these reviews and see that they should turn the volume down, I'd go to Celt's a lot more often.
