Shalimar's location really isn't so bad. I've never felt even remotely unsafe there. The dining room is definitely a little rough around the edges, but it has its own charm. The olfactory sense is the primary determinant of taste, and this restaurant is definitely full of strong smells. Think of them as relish.
The bottom line here is that the food is delicious and amazingly cheap. That's a hard combingation to beat, one that creates its own inviting ambience.
