I admit I am a yuppie without a lot of money. (I'm a grad student). I search for great happy hours. I see a sign that Polo's has "The Best Happy Hour in Town!" So, my wife and I check it out. Unfortunately, Polo's happy hour is almost non-existent. We sat down hoping to get a happy hour menu, but we get the generic dinner menu. We ask the server what happy hour specials they have, and she sort of chuckles, as if to say, "why are you wasting your time getting happy hour drinks. Can't you see this is a fine-dining establishment?" She looked like she wanted to say this, but graciously, she simply slurred, "oh, $1 off some of our wells and beers." By the time we finished ordering 1 generic vodka martini, 1 cosmo, and 1 full-priced appetizer, our total came to nearly $30. To be fair, if you're going to Polo's for dinner, it looks like a great place... fabulous (even though it's in a strip-mall). The service was great, real cloth table-cloths, and the "full-price appetizer" (crab cakes) were excellent. Very small, but excellent. If you want a great happy hour, you can't beat McCormick & Schmicks.
Pros: good food, fusion mix of "strip mall" meets "uppity / yuppie restaurant."
Cons: bad happy hour
