This restaurant connected to the Hotel George seems to attract a lot of DC insiders....NGO staffers, folks from the Hill, etc.....and that's probably because it's got a great, international menu, the kind of atmosphere where you can hold a private conversation and relaxing decor. The lunch and dinner rush are busy, but you still will most likely not have to wait. Bis also seems to attract a pretty healthy happy hour crowd too. I've had nothing from the menu that wasn't awesome, but I'm particularly fond of the salads. It's a little on the pricey side, but worth it.
