If the Animal Care and Control was better funded, the shelter wouldnt seem so "cold" and "uncaring". They have over 5 thousand animals and they barely have any volunteers. How can they provide better care if people arent volunteering?? They try their best to take care of all the animals but its up to the public to help them out. Donate, Volunteer or Adopt. This would solve Cynthias "problem" above.
