Ely is a crook. After demanding all sorts of guarantees for one of his slum walk-ups, he jacks up the rent on renewals and refuses to return security deposits at the end of the lease claiming all sorts of fictitious damage. He knows that the cost of suing him over a few thousand dollars will far exceed the amount recovered. Typical NYC slumlord. Stick with rentals owned by corporate owners.
