THEY BID SUBCONTRACTORS IN OUT OF SEQUENCE AND THEN BACKCHARGE ALL THIS HOW DISRUPT THE WORK THAT HAS BEEN DONE OUT OF SEQUECE. FOR EXAMPLE: PAVING THE PARKING LOT THEN COLLING THE SEWER GUY AND TELLING HIM HE WILL PAY FOR ALL REPAIRS TO THE LOT WHEN HE DIDNT EVEN GET A CHANGES TO GET IN FIRST
