My partner and I live near Thai Ocean, and at first we didn't check it out 'cause it doesn't look like much. BUT the service is great and the people friendly, and the food is really good. Reasonable prices, great fresh rolls and phad thai--just a great neighborhood place.
Pros: Good service, great food, kid friendly, local.
Cons: Outdated decor, in a small strip mall.
