Many of you have been following the rapidly declining living standards at Harpers Forest Apartments which began when MD. Management sent landlord Stacey Willis to milk the tenants for all she could get. The indisputable property damage & destruction you see in the photos on this site and others - are the direct result of the new slumlording business practices that Stacey Willis and owner Philip E. Ratcliffe brought to our community. Stacey refused for 3 consecutive days to respond even once to emergency calls reporting an increasingly steady stream of water damaging my kitchen floor. My calls began on a Friday at 6:50 am & she made her 1st inspection more than 3 days later on the following Monday at about noon. As I said at the time & maintain even now this is without a doubt the most unprofessional, unresponsive, reckless, incompetent & grossly inept property management I've ever witnessed in 54 years!
Pros: plenty of parking space because there are no tenants.
Cons: out of control crime.
