I live in a mid-rise, which has 6 floors and an elevator. The balcony overlooks a grassy area where foxes play and deer quietly graze in the evening. Halpine View provides quiet living with an arboreal backdrop within minutes of the shopping and amenities of Rockville. There is always parking though not always in front of my building. The neighbors are quiet and friendly. I've had mixed experiences with maintenance: they fixed a garbage disposal promptly, but took some coaxing to replace a dishwasher that didn't work well. My largest complaint was a $300/month electric bill in the summer which took them several requests to address. [Update April 2007: Maintenance replaced the A/C with a brand new unit.] On balance, it's hard to find a place this nice in Rockville.
