I have been really pleased with all of the services i have gotten at the Penney's salon. I started going there because I had a few miserable hair weeks and something had. to. be. done. and I didn't know where else to go. Honestly, I figured "it's Penney's. it can't be that awful!" And it was actually fabulous!
The salon is simple and not a luxury spa escape but it was clean and modern and what counts is that they can do some good hair there. And for reasonable prices, too!
