My dealings with Monaco Devlopers and Mr. Vinas has been a nightmare. The man is a thief and slumlord. I rented a small two bedroom apartment efficiency from him under the impression the place would be repaired when I moved in. Initially the place looked clean, but upon moving in the pending repairs became the least of my problems. The place is rat and roach infested I discovered on my first night in the apartment.
