I wouldn't go anywhere else for my tattoos and piercings other than Hooligan's. While being in the heart of Youngstown might scare off some people, their parlor is clean and sterile, contrary to popular belief. People judge the inside from the outside of the building, but that does no justice. Ive gotten tattoos from here before, and believe they do an excellent job. I wouldn't go anywhere else. Theyre one of the cheapest places around, have a lot to offer, and do their best to make sure you're comfortable the entire time.
