Scissor-Hand is the only place i have gotten my haircut in providence, and they do a good job. However, I am not used to paying this much for a haircut (cost around 20$ for the basic), but I suppose it is average for prices around here. People are very friendly, and they have a wide selection of hair products as well. No need to call ahead.
