I applied with quite a few temp agencies and Express was the only one that found a job for me right away, in fact the others didn't find work for me until months later. True, none of the jobs I went on were particularly high-paying, but I was happy for the work.
The staff at the Division office are extremely nice. They are all very busy, but they manage to be courteous and professional at all times. It can be intimidating to ask for work, but they are very reassuring and friendly.
Pros: no fees for jobseeker, friendly staff, variety of jobs
Cons: some jobs not in Pdx, won't get rich
