This is not a mistake.. It is now code in both commercial and multi-residental building. it is safer to have the ground on top so that if something metal should fall between the plug it doesn't short things out... I seen it happen with a cat toy. It almost killed my cat and caused a fire.
I dont live at these apartments but they should actually be commended for the upside down plugs. :)
