Has not returned my deposit or unearned rent

I am a single mother who rented from Rick Freesmeier.
When it got time for him to refund my deposit and unearned rent he did not give me my money nor give me a bona fide reason for not doing so. He has owed me $1,455 since August 2008.
If he kept my deposit and unearned rent without reason, I wonder if that type of attitude could possibly spill over into his chiropractic business as well.
