Good food but service without a smile?

The Pho here is extremely good and the prices are well within reason.
After eating here over a dozen times I have noted that the staff, and mainly the women who work there, are unfriendly and subtly snub non-Vietnamese. The behaviors I have noted are:
1. Not making eye contact during the order.
2. Tone of voice during order taking.
3. When serving a couple the man is served before the woman.
