My friend took me here for a really nice pedicure. Her podiatrist actually recommended this place b/c it's known to be a very clean. It was $25 (manicure $12), but it was great from the foot bath to the massage, and attention to the icky parts of your feet. And yes they do the scraping/buffing thing for dry areas. It's on the side of Target in that big shopping area where there's Petsmart, LNT, Eddie Bauer outlet, Qdoba, etc.
