After spending a great deal of time at the barber shop on Pennsylvania and 21st, my roommate and I decided that if were were going to pay them a few bucks less than a real salon, we might as well try a more reputable place.
We tried several in the area, and a few really messed up our hair. My roommate ended up shaving his entire head because it was so bad.
Enter Bubbles. Well priced, clean and professional, this hair salon is easily the best on a college budget in the Foggy Bottom area.

As a 'natural' blonde, I have trouble finding salons that offer highlights at reasonable prices. Bubbles is one such locale that offers a quality product without breaking the bank.
When planning a trip, allow for a couple hours, as the store is busy, often leaving multiple customers waiting as one stylist works on each in shifts. While this can be disconcerting, it does offer a chance to catch up on the plethora of magazines available and peruse of the variety of products Bubbles offers.
This is a great salon if you're new to DC, but not a location for building long-term relationships with stylists. There is a high turnover rate of staff, and sometimes, you just don't want to spend 3 hours reading People Magazine.
